150 buses take employees back to TBNA amid COVID-19 outbreak

As of 24:00, Feb 21, Tianjin Binhai New Area (TBNA) had witnessed a total of 3,826 enterprises resuming work and production, up 1,423 month-on-month. Among them, 748 (including 95 top 100 industrial enterprises) are industrial enterprises above designated size with a return-to-work rate of 62.8 percent. Of the enterprises above designated size that have returned to work and production, 341 are state-owned enterprises (SOEs), 102 central SOEs, 441 foreign-funded enterprises and 1,425 private enterprises.

At the same time, the project of Tianjin Juilliard School in Tianjin Economic-Technological Development Area (TEDA) and the project of the diamond wire cutting plant of ultrathin monocrystalline silicon for high-efficiency solar cells with an annual output of 10GW and its supporting projects in the Binhai High-tech Zone are also under construction.

Enterprises in TBNA have been speeding up work and production resumption, ushering in a return-trip rush. To ensure safe transportation for employees amid the COVID-19 outbreak, TBNA, with careful deployment, has chartered 150 buses, thus opening up a green channel for employees from outside Tianjin to return to work off-peak and stimulating the efforts of work and production resumption.

11 buses of Jinfeng Passenger Transportation Co., Ltd recently set out from TBNA and ran to and from Fengnan, Fenrun and Luannan in Tangshan City, Hebei Province, taking 260 employees to the Great Wall Apartment, West TEDA within one day. These employees will return to work after a 14-day home-based quarantine in the apartment.

“A lot of our employees live in the countryside and they used to carpool with each other or take public transport for return trips. This year, with charter buses, they can travel directly from home to the apartment and return to work timely, which is widely welcomed by employees,” said Li Lixin, deputy director of the Shared Service Center of Great Wall Motor Co., Ltd. Tianjin Haval Branch, adding that other employees from Shandong and Hebei provinces will return to TBNA successively. The charter bus service will be continued as a drive to speed up the return of employees.

“After our buses arrived at the designated place, body temperature of the employees would be measured and information registered before their boarding. According to the requirements, the bus passenger load factor should be within 50 percent. That means a bus carrying 53 passengers can only ferry up to 26 passengers,” said Li Wenqi, general manager of Jinfeng Passenger Transportation Co. Ltd.in TBNA, adding that orders received so far are mainly from companies in the food and pharmaceuticals sectors, which have returned to work earlier. Disinfection twice a day, good ventilation and controlled seats of vehicles are maintained by Jinfeng to ensure the safety of passengers.

The customized buses secure the work resumption and make commute more convenient amid the epidemic. In response to the demand for charter buses reported through the “application system for charter buses”, the TBNA Transportation Bureau and relevant departments have worked out point-to-point and door-to-door direct transportation plans to ensure the returning of key groups of people. Meanwhile, both the return of key groups of people and that of other people have been coordinated, urban transport capacity has been matched scientifically and reasonably according to the frequency of flights and trains, and buses, taxis, online ride-hailing and other means of transportation have been organized to keep people moving and avoid crowding and congestion inside stations.

There are 150 reserved passenger vehicles now in TBNA, with 6,200 seats, and 100 freight vehicles, including 10 dangerous goods transport vehicles, 30 general freight vehicles and 60 container transport vehicles, with an aggregate tonnage of 2,600 tons, according to Shi Xing, a staff member of the Transportation Service Office of TBNA Transportation Bureau. During the off-peak return, the TBNA Transportation Bureau will form a safety management loop for the transportation enterprises through centralized declaration, strict inspection and isolated transportation in an effort to make every link controllable, safe and efficient.
