In accordance with the plans of the Joint Prevention and Control Mechanism of the State Council and the Tianjin municipal Party committee and government, Tianjin is to proactively publicize the application of the “health QR code” across the city and implement differentiated management in different areas with different risks through big data. In order to solve the problems reported by citizens, for example, the failure of some communities to allow citizens to enter or leave with a “green code”, and further promote the application of the “health QR code” to ensure “health QR code” services cover the whole city, this Notice is hereby released as follows.

First, actively advertise the application of the “health QR code” and coordinate epidemic prevention and control and economic and social development through big data, thus ensuring that “health QR code” holders are allowed to arrive in Tianjin and “green code” holders get green light across the city. Suspend the use of documents for getting around in written or other forms. Personnel entering and leaving medical institutions and those without any “health QR code” shall go through in the original way.

Second, actively promote the application of the “health QR code” in various key places in the city such as communities, enterprises, airport, docks, railway and highway stations, industrial parks and commercial buildings, in a bid to facilitate getting around and the resumption of work with the “health QR code”.

Third, strengthen publicity of the “health QR code” through channels like portal websites, advertising billboards, electronic display screens and WeChat official accounts, and implement the printing, distribution and posting of publicity materials including 40 FAQs, posters and tips about the “health QR code”, making sure that health QR code services are widely known. Besides, reinforce the training of relevant managers or business operators and guide citizens and workers to apply for and use the “health QR code”.

Fourth, all individuals shall fill in real health information and be responsible for the authenticity, integrity and timeliness of the information they offer, and those who cause a bad influence due to fake information shall bear corresponding legal responsibilities. Meanwhile, “health QR code” holders shall cooperate with the management of relevant inspection personnel.
