Tianjin Health QR Code to integrate more public service functions

Bian Keke, Secretary of the Party Committee and Director of the Tianjin Big Data Management Center, introduced the application and promotion of the health QR code for epidemic prevention and control and resumption of work at the 100th press conference on COVID-19 prevention and control in Tianjin on March 19. He suggested that in accordance with the deployment requirements of the municipal Party committee and the municipal government, the Tianjin Health QR Code has effectively helped prevent and control the epidemic and resume production since its launch on February 29. It has been widely adopted across the city to realize “getting through by showing the code”.

Overall situation

As of 12: 00, March 19, the number of applicants for the Tianjin Health QR Code reached 4.4138 million, with 21.4808 million uses in total. Among them, more than 96% are granted the “green code”.

The average daily number of applicants stands at 228,900, with the largest number being 325,400 on March 1. As the times of use increase, the average daily number sits at 1,083,900, with 2,656,700 uses on March 18. The above data show that the Tianjin Health QR Code has been gradually recognized by the citizens and enterprises as an effective digital pass to help with epidemic control and work resumption.

Application and promotion

The Tianjin Health QR Code has been playing an important role in epidemic control and work resumption since it was launched. It serves as a linkage between the two platforms, “Jinxinban” and “Jinzhitong” , which timely sends the information of personnel with the “red code” and “orange code” to districts, sub-districts (townships) and communities (villages), and incorporates the information into the offline epidemic prevention and control system, realizing classified management of people with different health status, thus forming a “big data plus grid” closed loop of epidemic prevention and control. The Tianjin Health QR Code check is implemented at transportation hubs of the city including the three railway stations and Tianjin Binhai International Airport, which realizes accurate epidemic prevention and control of the city’s entrances and exits. For instance, due to the Tianjin Health QR Code check at Tianjin Binhai International Airport, “orange code” holders were dissuaded from entering the terminal building.

The Tianjin Health QR Code has facilitated work resumption of enterprises. Over 4,500 personnel of the subway project under construction of the Tianjin Subway Group are allowed to go to work directly after they get the “green code”. Commercial buildings in the central urban area allow visitors with the “green code” to enter, reducing the time for waiting. Couriers with the “green code” are allowed to enter communities, which not only brings convenience to the residents’ life but also promotes recovery of the courier industry.

Work to do next

In the next stage, sustained efforts will be made from three aspects to further release the value of the Tianjin Health QR Code.

Advance application and promotion of the Tianjin Health QR Code. Make full use of various channels such as portal websites, advertising boards, electronic display screens, Weibo, WeChat, news client, and other publicity materials such as Instruction Manual, 40 FAQs, tips and posters, and actively advance the wide application of the Code in such key places as residential areas, industrial parks and commercial buildings, so as to make the public feel that the Code is useful and effective and to improve their recognition and sense of gain.

Promote the unified use of the Tianjin Health QR Code. The Code has realized real-time sharing of health information data with the national integrated government service platform during the outbreak. Efforts are being made to explore the integration of multiple “codes” through integrating the Code with other types of electronic access certificates used for epidemic prevention and control to simplify passage and enhance people’s experience.

Foster mutual recognition of the Tianjin Health QR Code among different regions. Based on the national integrated government service platform, mutual recognition of the Code is convenient for cross regional personnel from the Beijing-Tianjin-Hebei Region and other regions, who can go through traffic checkpoints, residential quarters, factory areas and public management and service agencies with a unified code in Tianjin, which also helps smooth the flow of people and logistics transportation.

Will the Tianjin Health QR Code be used after the epidemic? Will there be other functions developed? Some reporters asked at the press conference.

According to Bian, currently, the Tianjin Health QR Code is a digital passport designed to facilitate citizens’ work and life. To optimize the user experience, the Code has been continuously upgraded. The latest news is that the Code has just been launched on the WeChat mini-program of “Jinxinban” , enabling the application through multiple channels including the “Jinxinban” app, “Jinxinban” Alipay mini-program and “Jinxinban” WeChat mini-program, which further facilitates the applicants within and from outside of the city.

In the next step, the Tianjin Health QR Code, through cooperating with the “Jinxinban” app, will release more convenient service applications and continue to be used. For example, application of the Code in “Internet plus medical health” practices will be promoted to enable users to enjoy medical health services such as appointment, treatment, examination and report inquiry online. Beyond that, efforts will be made to explore and promote the evolution of the Tianjin Health QR Code to the “Jinxin Code”. Through inter-department collaboration and data integration, more public service functions will be integrated to create an online data code that provides the most dedicated services to citizens and will be used in such daily scenarios as government services, commercial consumption, transportation, community governance, so as to enhance the level of equalization, inclusiveness and convenience of public services.
