一、单位简介

天津市对外服务有限公司成立于1984年，隶属于天津市人民政府外事办公室，是我市最早开展综合性外事服务的专业机构。本着“党建引领、守正创新、改革发展”的经营理念，致力于为社会各界提供高品质、专业化、一站式的全新概念涉外服务，持续构建和完善全方位深层次的外事服务体系。

公司系外交部授权天津地区代办涉外领事认证唯一机构、北京外交人员综合服务公司驻津办事处，为日本、韩国驻华大使馆签证代办授权机构（可受理全类型签证），经ISO9001质量管理体系认证，拥有保险代理、办学、食品与印刷经营等许可证，具备出境旅游组团、中国民航总局与国际航空运输协会批准的航空客运一级代理等资质。

公司服务范围涵盖因公出国护照签证、英美法日韩等全球70多个国家签证代办、APEC商务旅行卡、涉外领事认证；国际教育和文化交流培训、留学游学、国际国内旅游；境外商旅服务、航空票务、保险代办、翻译服务；会议展览、外事接待、外事用品与各类商品销售；在华与来华外籍人士综合服务，以及各类个性化定制服务等。

二、对外交流合作情况

公司拥有丰富的高访团组“一站式”服务经验，目前正为塔吉克斯坦“鲁班工坊”项目提供出国相关服务。参与历届“夏季达沃斯论坛”“中国国际矿业大会”及“亚欧财长会议”“天津国际友好城市年”“东亚运动会”等在津举办的国际会议与大型活动的接待保障工作。

为助力我市企业“走出去”，公司曾数次协助完成我市各类企业赴境外开展经贸交流活动，着力推动务实合作。出访期间圆满举办了多场经贸洽谈会、企业对接会，搭建良好沟通平台、达成众多合作意向，为我市经贸国际合作拓宽境外渠道、挖掘优质项目。出访国家涉及加拿大、美国、巴西、智利、阿根廷、俄罗斯、德国、法国、瑞典、奥地利、保加利亚、匈牙利、马来西亚、越南、印度尼西亚等国。

三、理事单位代表简介

戴柏俊，男，毕业于南开大学历史专业，硕士学位，高级政工师职称，现任天津市对外服务有限公司党总支书记、执行董事、总经理，曾在红桥区人民政府、天津市旅游局、天津市旅游集团任职，曾任天津水晶宫饭店党总支副书记，在天津津旅商务信息技术股份有限公司曾任党政主要负责人，分别于2012年、2014年获得市总工会、市国资系统先进工作者荣誉称号。

I. About Company

Tianjin Foreign Service Co., LTD., established in 1984, is affiliated to Foreign Affairs Office of Tianjin Municipal People's Government. It is the earliest professional organization providing comprehensive foreign affairs services in Tianjin. Adhering to the philosophy of practicing the spirit of integrity, innovation, reform, and development under the Party Building guidance, being committed to providing high-quality, professional and comprehensive services for all sectors of society concerning foreign affairs.

The company is the only foreign consular certification agent in Tianjin authorized by the Ministry of Foreign Affairs. It is the office of Beijing Diplomatic Comprehensive Service Company in Tianjin, and the visa agency authorized by the Japanese and Korean embassies in China ( its business scope covers all types of visas). It has been certified by ISO9001 quality management system and has been granted the insurance agency, school running, food and printing business licenses. The company has the qualification of outbound tourism group and the first-class agency qualification of air passenger transport approved by the Civil Aviation Administration of China and the International Air Transport Association.

Business scope: business passport visa; visa agency of more than 70 countries, such as Britain, America, France, Japan and South Korea; APEC Business Travel Card; foreign-related consular certification; international education and cultural exchange and training; international and domestic tourism; services for overseas business travel; air ticketing; insurance agency; translation; conference and exhibition; reception of foreign affairs; foreign-affairs supplies; comprehensive services for foreigners in China; other customized services.

II. International Exchanges and Cooperation

With rich experience in one-stop service for visiting groups, it is now providing related overseas services for the "Luban Workshop" project in Tajikistan. With rich experience in foreign-affairs reception, the company has provided reliable services for the previous "Summer Davos Forum", "China International Mining Conference", "Asia-Europe Meeting of Finance Ministers", "Tianjin International Sister City Year", "East Asian Games" and other international conferences and large-scale activities held in Tianjin.

The company has assisted various Tianjin enterprises to carry out economic and trade exchanges abroad for many times, promoting the bilateral cooperation and advancing Tianjin enterprises to the international stage. During the visit, many economic and trade fairs and enterprise exchange meetings were successfully held, a sound communication platform was built, and many cooperation intentions were reached, broadening overseas channels and exploring high-quality projects for the city's economic and trade international cooperation. The countries visited include Canada, the United States, Brazil, Chile, Argentina, Russia, Germany, France, Sweden, Austria, Bulgaria, Hungary, Malaysia, Vietnam, Indonesia and so on.

Since the outbreak of the global COVID-19 pandemic, the company, under the leadership of the Foreign Affairs Office of Tianjin Municipal People's Government, has actively assisted foreign-related enterprises and institutions, such as Samsung, Toyota, Airbus, Julia College, to resume work and production, following the principle of "handling urgent and special matters with flexible approaches". This move aims to promote mutual exchanges and cooperation among countries along the Belt and Road and among Tianjin's sister cities. It has also provided foreign-related consular certification, visa services, and other services for enterprises, public institutions, and the general public, and offered green-channel services for patients in urgent need of overseas medical treatment and accompanying family members of critically ill patients.

III. About Council Member’s Representative

Dai Baijun, male, graduated from Nankai University with a master's degree in history and the title of senior political engineer. He is now the secretary of the general Party branch of Tianjin Foreign Service Co., Ltd, and Executive Director and General Manager of the company. He has once worked in Hongqiao District People's Government, Tianjin Tourism Bureau and Tianjin Tourism Group. He once served as Deputy Secretary of the general Party branch of Tianjin Crystal Palace Hotel, and the main person in charge of the party affairs of Tianjin Tourism Business Information Technology Co., Ltd. He has won the honorary titles of "Advanced Workers" of the Municipal Trade Union and the Municipal State-owned Assets System in 2012 and 2014 respectively.
